NOTICE OF ANTICIPATED VACANCY Position: Central Valley Central School District, 111 Frederick St., Ilion, NY has an opening for Human Resources Director, a title that is designated as a 12-Month Position. This work involves the administration of all aspects of personnel functions for certificated and classified personnel in a suburban school district. The incumbent has primary responsibility for managing personnel data, certification, state reports, labor relations, recruitment, selection, induction and contract negotiations. General supervision is received from the Superintendent of Schools, with leeway allowed for the exercise of independent judgment in carrying out the details of the work. This work is accomplished in close cooperation with district and building administrators, district business office staff, and department directors. Direct supervision is exercised over subordinate staff as designated by the Superintendent of Schools. Reports to: The Superintendent of Schools Qualifications: Master’s degree from an accredited educational institution is required. Applicant must have a minimum of five (5) years of successful teaching experience, or central office administrative experience, and seven (7) years of experience in building-level leadership. Supervisory Responsibilities: Provides constructive and timely performance evaluations of all teachers and district-level Nurse as the independent evaluator and other staff designated by the Superintendent of Schools.Handles discipline and termination of employees in accordance with district policy and in conjunction with the Superintendent. Typical Work Activities: Develops and maintains appropriate procedures for recruitment, selection, assignment, evaluation, termination of personnel, certification, and the L2RPT and SIRS 328 State reports.Prepares recommendations for the Superintendent's submission to the Board of Education ensuring compliance with Civil Service and Education Law.Develops job descriptions for new positions and assists in the review and revision of existing positions. Classifies positions under Civil Service Law.Participates in contract negotiations for all bargaining units; ensures that contracts are implemented, adhered to and managed.Participates in liaison meetings with bargaining units to foster labor relations.Ensures that the district is in compliance with Board policies and Federal and State mandates regarding School District Human Resources operations.Conducts new instructional employee orientation in collaboration with the Superintendent and Assistant Superintendent.Works in collaboration with union leaders to resolve grievances.Testifies on behalf of the district and otherwise assists in arbitration hearings for all employee groups.Works with Herkimer County Civil Service Commission in the administration of Civil Service rules and regulations for classified staff.Establishes and maintains seniority lists for all bargaining units.Collaborates with senior leadership to understand the district’s goals and strategy related to staffing, recruiting, and retention.Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.Monitors and ensures the district’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.Serves as the Title IX Coordinator.Performs related duties as assigned by the Superintendent of Schools. Full Performance Knowledge, Skills, Abilities, and Personal Characteristics: Thorough knowledge of employee relations, personnel administration and labor relations.Thorough knowledge in hiring, recruiting, certification requirements, and processing personnel transactions.Thorough knowledge of certification, licensing, seniority and tenure.Good knowledge of Civil Service Law and the Herkimer County Civil Service rules.Good knowledge of Taylor Law and labor negotiation procedures and practices.Experience administering health insurance and unemployment benefits.Good knowledge of FMLA, attendance and leaves of absence. Knowledge of Workplace Discrimination Laws, Wage and Hour Laws, Employee Benefit Laws, Immigration Laws and Workplace Safety Laws.Ability to communicate effectively and evidence of strong oral and written communications skills.Excellent interpersonal and negotiation skills.Excellent organizational skills and attention to detail.Excellent time management skills with a proven ability to meet deadlines.Strong analytical and problem-solving skills.Strong supervisory and leadership skills.Ability to adapt to the needs of the district and its employees.Ability to prioritize tasks and to delegate them when appropriate.
