The Central Square Central School District is accepting applications for an Executive Director of Personnel (Civil Service Position Class Title - Director of Employer/Employee Relations) at Paul V. Moore High School. Position Class Definition: 12-month positionEssential nature of work, degree of difficulty and responsibility.Assists local school district officials in the administration of a comprehensive labor relations program; does related work asrequired.This is a management-level position providing direct service in all matters related to employee relations, requiringconsiderable use of independent judgment and initiative. Work is performed under the direction of the AssistantSuperintendent, Superintendent or other designated school official and includes responsibility for all humanresource/personnel management activities, including labor relations.Responsibilities include but will not be limited to:Typical activities characteristics of the class.Assists in drafting proposals, negotiating at the table, and administering labor agreements;Advises in area of personnel administration including human rights inquiries and Civil Service Law administration;Assists the district at Civil Rights and Title IX hearings;Assists the district at improper practice hearings, impasse procedures, etc.;Prepares employee contracts and/or handbooks and oversees printing and delivery to district;Researches economic and non-economic issues contained in labor agreements in the surrounding area;Acts as liaison between district and County Personnel Department;Assists in the representation of employer at Unemployment Insurance and Workers' Compensation hearings;May conduct workshops and training sessions for Board of Education and administrative staff;Researches and advises district administrators on matters relating to Education Law;Assists in revising Board policy related to contractual issues.Oversees recruitment, selection, interview, and appointment processes for all staff, including preparation of Superintendent’s recommendations to the Board; Oversees the assessment of plans for long-range personnel needs and recommends to the Superintendent;Develops and maintains a personnel records system;Assists in the development of regulations for staff evaluation and coordination of a periodic written performance evaluation for all teaching, administrative, supervisory and support staff;Serves as official designee at appropriate stages of the grievance procedure; plans, organizes, and represents the district in arbitration hearings with legal assistance when needed;Maintains Board policies and administrative regulations and assists in their development, amendment, and distribution;Determines and explains compensation, working conditions, and fringe benefits to employees and directs orientation for new staff;Analyzes and prepares job descriptions, personnel reports, and similar documents;Serves as District Records Access Officer, Records Disposition Officer, Title IX Officer, and ADA Compliance Officer;Performs other related duties as assigned by the Superintendent.Knowledge, Skills and Abilities:Summary of full performance level characteristics.Through knowledge of public personnel and labor relations administration including New York State Labor Law, Education Law and Civil Service Law; principles and practices of labor relations and contract administration;Good knowledge of grievance handling and disciplinary procedures; research procedures;Ability to meet and deal effectively with officials, employees and the general public; communicate clearly and effectively, orally and in writing.Education and Experience:Possession of a juris doctoral degree and six (6) years of professional experience in the area of personnel/labor administration, including five (5) years of labor relations experience involving responsibility to act as chief spokesperson at negotiations; ORPossession of a bachelor’s degree and eight (8) years of professional experience in the area of labor administration, including five (5) years of labor relations experience involving responsibility to act as chief spokesperson at negotiations; OR An equivalent combination of training and experience as defined by the limits of "A" and "B" above.Note: Your degree or credit hours must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree or credit hours were awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.
