Assistant Superintendent for Human Resources Administrator Cold Spring Harbor Central School District Position Overview The Assistant Superintendent for Human Resources supports all HR operations within the Cold Spring Harbor Central School District, a small, high - achieving Long Island district known for its strong community partnerships, academic excellence, and close - knit school environment. This role ensures smooth staffing recruitment, hiring, compliance, and employee support across the district’s schools and departments. The HR Administrator works closely with the Superintendent of Schools, district and building administrators, and staff to maintain efficient, student - centered operations. Essential Duties & Responsibilities Leadership and Administration Serve as a member of the Superintendent’s Cabinet and leadership team. Advise the Superintendent and Board of Education on personnel, labor, and employment matters. Develop HR goals aligned with Board priorities. Promote a culture of professionalism, collaboration, accountability, and student success. Recruitment, Hiring, Onboarding, and Staffing Oversee recruitment, postings, screening, interviews, hiring, and selection for instructional, administrative, support staff, and substitutes. Lead strategic hiring and retention efforts. Support staffing for a small but diverse workforce. Monitor staffing allocations, organizational structures, and administrative coverage needs. Coordinate onboarding and orientation for new employees. Prepare new-hire materials, verify credentials, and process required documents. Ensure compliance with NYSED certification, fingerprinting, background checks, Civil Service requirements, and mandated training. Employee Relations and Labor Management Administer collective bargaining agreements and assist with labor negotiations, contract interpretation, and updates. Investigate and address employee complaints, grievances, disciplinary matters, workplace concerns, and employee investigations. Serve as a resource for staff questions, policy interpretation, and HR guidance. Coordinate with legal counsel as needed. Foster productive relationships with employee associations and unions. Evaluation and Professional Growth Oversee staff evaluation systems and processes. Support administrators with evaluations and improvement plans. Coordinate mentoring and induction programs with the Assistant Superintendent for Curriculum. Track professional development hours and assist with workshop logistics and compliance. Personnel, Benefits, and Payroll Maintain accurate and confidential personnel records for all employees. Oversee tenure appointments, probationary reviews, leaves, resignations, retirements, and personnel actions. Assist employees with health insurance, retirement systems, FMLA, and leave-related questions. Coordinate with payroll staff on salary placement, step movement, timesheets, and contract-based adjustments. Substitute Management Coordinate substitute teacher recruitment, onboarding, and staffing. Support daily coverage needs across district schools and ensure substitute records and requirements remain current. Legal and Regulatory Compliance Ensure compliance with federal, state, and local employment laws and regulations, including Title IX, EEO, ADA, FMLA, Civil Service regulations, and NYSED certification requirements. Coordinate required training and compliance reporting. Policy Development and Implementation Assist with the development, review, and implementation of Board policies related to personnel and employment. Recommend policy and regulation revisions as needed. Ensure consistent implementation of district procedures and practices. HRIS, Data, Reporting, and Communication Maintain HRIS data, personnel records, and staffing reports. Analyze staffing trends, retention data, and workforce needs. Support state and federal reporting requirements. Prepare reports and presentations for the Superintendent and Board of Education. Communicate effectively with staff, administrators, unions, and community stakeholders. Additional Responsibilities Participate in budget development related to staffing, benefits, and personnel costs. Assist with curriculum, operational, and organizational initiatives assigned by the Superintendent of Schools. Required Skills & Qualifications The successful candidate will be: A personable and approachable team player with experience working in a small school district and who is familiar with managing a wide range of office responsibilities related to the area of human resources operations for instructional and civil service personnel; A knowledgeable school district administrator with demonstrated experience working in the human resources area and who understands the importance of how personnel management helps to support the educational process. A skilled communicator who is detailed orientated with strong organizational and interpersonal skills suited to a small school district who can clearly and specifically disseminate information regarding the human resources policies and procedures expected by New York State Laws and developed by the Board of Education. A collaborative individual who welcomes input from all, creates trust among co-workers, works in partnership with the Superintendent, and has supervisory knowledge and skills. A visible and welcoming individual with strong problem-solving skills, an ability to be flexible and create alternative solutions to unexpected situations/events, as well as proficient in responding to requests and inquiries in a timely manner. A regionally competitive starting base salary and a fringe benefits package, subject to negotiation based upon qualifications and experience, will be offered.
