LOCATION: Educational Support Services – 900 Watervliet-Shaker Road BASIC FUNCTION: This highly technical work involves oversight of the collection, validation, analysis, reporting, and security of student, staff, and programmatic data for BOCES and its component districts. Under the general supervision of the Deputy Director of Educational Support Services, the incumbent ensures compliance with New York State Education Department (NYSED) reporting requirements and supports data-driven decision-making focused on professional development and school improvement across instructional and operational systems. Oversees the work of employees who maintain various student data management systems by providing guidance and support. Does related work as required. RESPONSIBILITIES: Oversee and coordinate BOCES data management services, taking primary responsibility for submission of all student and staff reporting to ensure collection, accuracy and timeliness for NYSED, RICs, and state/federal agencies. Lead the transition of student data systems, collaborating with the appropriate BOCES administrators to migrate all relevant data into the applicable student information systems. Ensure compliance with data governance and privacy laws (FERPA), working directly with program directors and district counsel to ensure mandated reporting for DASA, SSEC, and Corporal Punishment. Execute critical data collections and audits, including but not limited to the CRDC, BOCES Report Card, and quarterly quality audits to maintain high data integrity. Serve as the primary liaison between BOCES, component districts, RICs, and NYSED for all data reporting, systems, and accountability-related processes (including Medicaid). Manage and maintain internal and external school communication systems. Develop and implement standardized procedures for consistent data collection and reporting practices across all programs and districts. Provide training and first-line support for instructional and administrative staff on maintenance of school/student information database, reporting and all other applicable functions. Work with administration to create and execute data-driven professional development plans focused on school improvement and accountability. Drive data-informed leadership by preparing reports for administrators. Participate in the Instructional Technology Committee, Professional Development Committee and strategic planning. Develop and facilitate professional development for district and BOCES staff regarding data systems, privacy protocols, school accountability and reporting tools. Attend and contribute to local, regional and Statewide committees and professional associations. Performs all related duties as required. Thorough knowledge of data governance frameworks, school improvement metrics, and the strategic application of longitudinal data to enhance instructional outcomes and professional learning. Expertise in data analytics and reporting systems used to evaluate program effectiveness, monitor student achievement trends, and support evidence-based decision-making. Strong ability to synthesize complex data into clear, actionable insights and communicate these findings effectively to boards, administrators, and diverse educational stakeholders. Proven leadership in data literacy, with the ability to oversee the work of staff and provide professional development that empowers educators to use data-driven strategies across multiple programs. Ability to maintain high-level technical partnerships with school district personnel, NYSED representatives, and RICs to ensure data accuracy, security compliance, and alignment with state reporting standards. QUALIFICATIONS: Graduation from an accredited college or university with a master’s degree in education, Information Systems, Data Analytics or a closely related field, and possession of a valid New York State teaching or administrative certificate, plus a minimum of 3 years of experience with NYS student data systems, assessment reporting, and accountability frameworks. Must possess excellent communication, organizational, and analytical skills. The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.
