The Chester Union Free School District is looking for a School Business OfficialTITLE: SCHOOL BUSINESS OFFICIAL BROAD FUNCTIONS Under the supervision of the Superintendent and in conjunction with the policies of the Board of Education, the State Laws, and the Commissioner's Regulations, the School Business Official has charge of planning, organizing, coordinating and directing all business aspects of the District. The School Business Official serves as the financial and business assistant to the Superintendent. This involves the administrative direction, review, and coordination of the following general areas: 1) Budgeting;2) Financial planning, forecasting and reporting;3) Purchasing;4) Accounting;5) Buildings and Grounds;6) School Lunch Programs;7) Transportation;8) Instruction (financial aspects);The School Business Official shall recommend administrative policies, develop programs and work objectives for each major operation function and resolve problems that may develop in any operation of the District. DETAILED FUNCTIONS 1) Budgeting: Prepares the annual budget for the entire School District for submission by the Superintendent to the Board of Education. Advises Principals, Department Heads, the Head Custodian and professional and non-professional staff of appropriate budget estimates. Analyzes expenditures for comparison with budget estimates. Prepares annual warrant to be levied for collection of taxes. Prepares annual budget to be submitted for approval by District voters. Recommends to the Superintendent budget transfers during the school year.2. Financial Planning, Forecasting and Reporting: Advises and recommends to the Superintendent and the Board of Education strategies to maximize State aid available to the District. Files the necessary State aid reports for the District. Supervises the preparation of monthly financial reports submitted to the Board of Education. Supervises the approval, audit and verification of warrants presented to the Board of Education for payrolls, goods and services. Recommends investments and investment procedures to the Board of Education. Supervises the preparation and submission of financial and statistical reportsas required by local state and federal government units. Coordinates the extra classroom activities funds in conjunction with the activities treasurer. Prepares budget forecasts and long term plans as requested by the Superintendent.3. Purchasinga. Drafts and recommends to the Superintendent and to the Board of Education general policies and procedures for handling purchases for the District.b. Confers with Administration and professional and non-professional staff, in regard to their needs in order to promote an efficient educational system.c. Supervises the receiving, processing, routing and filing of all approved building requisitions.d. Develops and maintains standard supply lists.e. Coordinates bids for the District.f. Recommends to the Superintendent and the Board of Education appropriate action on bidsg. Maintains current information on state contract prices.h. Ensures that fixed assets inventory as required by the Uniform System of Accounts is developed for all capital investment items in the District.I. Coordinates cooperative bidding for the Districtj. Manages the District insurance program.k. Assumes responsibility as the District Purchasing Agent.4) Accounting Maintains and supervises the District records in order that they may conform to the N.Y.S. Uniform System of Accounts.Supervises the proper budget coding of encumbrances, expenditures and revenues during the school year.Develops and maintains adequate accounting controls to safeguard assets ofthe District.5) School Lunch ProgramOrganizes and directs the school lunch program.Files necessary forms for State aid.Directs supervision of all Food Service Personnel.Prepares monthly financial data analyzing the financial condition of the school lunch program.Supervises purchasing of food and supplies.Recommends appropriate action to the Superintendent and Board of Education regarding all matters relating to the school lunch program6) TransportationDirects supervision of all transportation personnel.Coordinates the transportation policies of the District.Coordinates the maintenance of all vehicles.Implements the transportation requirements of the District.Recommends the hiring of transportation personnel for the District.Prepares budget appropriations for the District7) InstructionMaintains a direct relationship with teaching and administrative staff in matters of budget appropriations, available funds, salary requirements and adjustments, retirement inquiries, insurance inquiries and union matters involving financial recommendation.8) Non-instructional and Instructional PersonnelAssists the District in all CSEA, CTA, and AAC Union negotiations and grievances (in conjunction with the Superintendent).Develops and installs effective office management techniques.9) Civil ServiceRepresents the District in all Civil Service matters (in conjunction with the Superintendent).Assists in the reporting process to Civil Services.The School Business Official shall perform additional duties as may be delegated to him/her by the Superintendent or conferred upon him/her by the Board of Education. In all matters relating to the business management of the District as to which his/her duties are not specifically prescribed, and particularly in emergencies, he/she may exercise discretion subject to the approval of the Superintendent. AUTHORITY The School Business Official reports directly to the Superintendent. The position is in a line relationship to the members of the functions which he/she heads. The position is a staff relationship with each of the buildings and with other functions of the District. QUALIFICATIONSSchool District Business Leader (SDBL) Certification
