SCHOOL DISTRICT TREASURERDISTINGUISHING FEATURES OF THE CLASS: Under general supervision of the Board of Education and/or the Director of Finance and Operations, performs responsible financial record keeping for a school district as mandated by State Education Law. The incumbent of such position is required to submit periodic reports to the Board who formulates the financial policies of the District. The term of employment is on an annual appointment basis. This is an exempt title under Civil Service rules. TYPICAL WORK ACTIVITIES:Keeps a record of District receipts and disbursements, including the recording of journal entries into the District's financial management system in accordance with the rules and regulations of the NYS Comptroller's Office, the New York State Education Department, and the Uniform System of Accounting;Prepares and submits monthly financial statements and treasurer's reports to the Board of Education;Receives District funds from various sources and deposits same in the bank designated by the Board of Education;Invests District funds responsibly, considering both return and liquidity;Maintains bond register and/or records of funds borrowed by District;Initiates wire transfers for scheduled debt payments in a timely manner;Processes direct deposit and funds payroll disbursements;Prepares invoices and monitors all District Accounts Receivable;Prepares all accounting entries and closing entries for all District funds;Tracks grant expenses, requests grant funding, and prepares final expenditure reports for state and federal grants;Monitors Capital Project expenses and assists in preparing final cost reports;Researches any discrepancies found in the balancing of the treasurer’s records or bank statements;Communicates effectively with the business administrator regarding any financial issues or problems;Cooperates with an independent certified public accountant (CPA) during the annual audit process;Completes annual sales tax reporting for School Lunch Program and Extra-Classroom Activity Funds;Oversees the property tax collection process and prepares School District Tax Collection reports;Responsible for reporting budget and actual spending to the New York State Education Department via the annual ST-3 entered in the NYS Management System (SAMS);Assists with implementation of efficient systems for business office operations;Acts as Central Treasurer for Extra-Classroom Activity Funds;Acts as District Notary Public;Signs all checks issued by the District;Performs other related duties as required.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:Good knowledge of modern financial accounting and record keeping; familiarity with and ability to interpret the laws, regulations, procedures and policies related to school district finances; ability to follow oral and written instructions; ability to keep financial records and prepare reports thereon; integrity; good judgment; physical condition commensurate with the duties of the position. MINIMUM QUALIFICATIONS:(a) Graduation from high school or possession of G.E.D. and three (3) years of experience in accounting or related service; or(b) two years of post-high school education in financial record keeping and two (2) years of experience as described under (a); or(c) Bachelor's degree from a recognized college or university in Business Administration; Public Administration, Accounting, Finance or related field; or(d) any satisfactory equivalent combination of the foregoing training and experience. SPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS: In accordance with the Safe Schools Against Violence in Education (SAVE) legislation, Chapter 180 of the Laws of 2000, and by the Regulations of the Commissioner of Education, candidates for appointment in school districts must obtain clearance for employment from the State Education Department prior to employment based upon a fingerprint and criminal history background check.
