Position: Part-Time Provisional Administrative Assistant (NYHELP)Location: Catskill Central School DistrictSalary: Per CSEA ContractEffective: ImmediatelyDeadline: August 22, 2025DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for assisting adepartment head or administrator by expediting, coordinating and interpreting to staff departmental policiesand procedures in administrative matters. The incumbent performs management functions including, butnot limited to, program planning, budgeting, personnel management and supervision, fiscal management,reporting and program evaluation in order to allow the department head or administrator to focus onplanning, policymaking and attention to duties requiring technical knowledge. Work is performed inaccordance with policies and objectives outlined by the administrator with wide leeway allowed for theexercise of independent judgement in applying policy to specific cases. The incumbent does related workas required.TYPICAL WORK ACTIVITIES: (The typical work activities listed below are illustrative only. Incumbents inthis title may perform some or all of the following, as well as other related activities not described).Assists in the formulation of policies and procedures for the administration of various programs;Assists in planning and administering in-service training programs for staff regarding office methods,procedures and other non-technical fields;Plans and supervises the collection, tabulation and analysis of statistical and financial data;Supervises and expedites the preparation of reports and the maintenance of records;Reviews incoming mail and answers general correspondence;Interviews applicants for work and advises superiors on hiring and related personnel matters;Provides orientation and training for new employees;Participates in professional conferences and training programs;Explains department or agency functions and activities at meetings with civic groups and communityorganizations;Maintains and updates personnel files including employee history records;Conducts inventory and establishes control system for all agency equipment;Processes termination and unemployment reports;Establishes policies and devises new forms for attendance records, including vacation, sick leave andabsence reports;Reviews and updates employee job descriptions in cooperation with agency head and subordinatesupervisors;Supervises assigned clerical staff;Performs related work necessary for the efficient execution of administrative functions of the department;May use a typewriter, computer and other office equipment; May use computer and/or web authoring programs, such as Excel, Access, Power Point, Publisher,Comparable Design, etc., to write, edit, enter, produce and prepare reports, graphs, illustrations,publications, pamphlets, etc.FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:Thorough knowledge of principles and practices of office management, including knowledge of personnelmethods and procedures, organizational reporting and communication and supervisory principles andtechniques; Thorough knowledge of office terminology, procedures and equipment; Thorough knowledge ofbusiness arithmetic and English; Good knowledge of statistical techniques, particularly in relation to thecollection and tabulation of raw data; Good knowledge of various computer and/or web authoring programs;Ability to train and supervise employees in office methods and procedures; Ability to organize and assignwork for others; Ability to get along well with subordinates and others and to secure their cooperation;Resourcefulness in the solution of complex administrative problems.MINIMUM QUALIFICATIONS:A. Graduation from a regionally accredited college or university with a Bachelor’s Degree and one (1)year of full-time office management, administrative or supervisory experience in the field ofaccounting, public or business administration, financial management or personneladministration/human resource management;ORB. Graduation from a regionally accredited college or technical or business institute or one recognizedby the NYS Education Department with an Associate Degree and three (3) years of experience asdescribed in A above;ORC. Graduation from high school or possession of a high school equivalency diploma and five (5) yearsof experience as described in A aboveSPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS: In accordance with the SafeSchools Against Violence in Education (SAVE) Legislation, Chapter 180 of the Laws of 2000; and by theRegulations of the Commissioner of Education; candidates for appointment in school districts must obtainclearance for employment from the State Education Department prior to employment based upon afingerprint and criminal history background check.
