DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for planning, assigning and supervising major account keeping activities and/or independently performing difficult and responsible account keeping functions. Additionally, the incumbent performs duties which require substantial time operating an alphanumeric keyboard such as a typewriter, word processor or personal computer. Work is performed under general supervision in accordance with outlined policies and procedures allowing for the exercise of independent judgment in planning and carrying out the details of the work. This class differs from that of Senior Account Clerk Typist by the more difficult and complex nature of the assignments and the independence allowed in carrying out the work and/or by the supervisory responsibilities of subordinate staff. Does related work as required. TYPICAL WORK ACTIVITIES: (The typical work activities listed below are illustrative only. Incumbents in this title may perform some or all of the following, as well as other related activities not described).Plans, assigns and reviews maintenance and checking of a wide variety of financial records, reports, and instructs employees in specialized details of the work; Oversees and assists in preparing and keyboarding of complex accounting and financial statements, payrolls, statistical tabulations and data, from letter, memoranda, vouchers, reports, bids, budget drafts, requisitions, purchase orders and other business records; Oversees and assists in the classification of a complex variety of receipts and expenditures and the distributions of costs according to prescribed codes and or policies; Oversees and assists with the audit of varied accounts, claims and records in the preparation of reports; Oversees and assists with the receiving and accounting for large amounts of money in the payment for a variety of bills, vouchers, taxes and related obligations; Oversees and assists with the review of checking of complex account keeping records and reports for arithmetical and clerical accuracy, completeness and correctness; Reconciles ledgers of revenue received with bank statements, Compiles, prepares, analyzes and maintains a variety of complex financial and statistical data, records and reports; Creates and/or revises, systematizes and installs account keeping methods, procedures and spreadsheets; Revises and develops improved work procedures and methods and implements those approved by superiors; May assist in the preparation of annual operating budgets and insures the maintenance of necessary financial accounts; May assist in the preparation and submission of payroll for the department/agency; Operates a computer, typewriter, calculator, copier, fax and other related office machines/equipment as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern methods used in maintaining and checking financial records and accounts; Thorough knowledge of modern office terminology, procedures, equipment and business English; Ability to plan, assign and supervise the work of account keeping and clerical assistants; Ability to make complex arithmetic computations involving fractions, decimals and percentages accurately; Ability to analyze and organize complex data and prepare records and reports; Ability to understand and interpret complex verbal instructions and/or written directions; Ability to communicate, develop effective working relationships and deal diplomatically with the public, subordinates and other work contacts; Ability to type, operate a personal computer and utilize common office software programs including word processing, spreadsheets and databases; Ability to enter data and maintain electronic records and files; Ability to organize, prepare and maintain accurate records, reports and files; Ability to perform detailed work involving considerable visual effort and concentration; Integrity and good judgment in solving complex account-keeping problems. MINIMUM QUALIFICATIONS: Either: A. Graduation from a regionally accredited or New York State registered two year college or university with 15 credit hours in accounting AND two (2) years of clerical experience which shall have involved maintaining or checking financial accounts or records, the operation of a computer keyboard and the utilization of common office software programs including word processing, spreadsheets and databases; OR B. Graduation from high school or possession of a high school equivalency diploma AND four (4) years of clerical experience which shall have involved maintaining or checking financial accounts or records, the operation of a computer keyboard and the utilization of common office software programs including word processing, spreadsheets and databases; OR Six (6) years of clerical experience which shall have involved maintaining or checking financial accounts or records, the operation of a computer keyboard and the utilization of common office software programs including word processing, spreadsheets and databases. SPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS: In accordance with the Safe Schools Against Violence in Education (SAVE) Legislation, Chapter 180 of the Laws of 2000; and by the Regulations of the Commissioner of Education; candidates for appointment in school districts must obtain clearance for employment from the State Education Department prior to employment based upon a fingerprint and criminal history background check.This is a Civil Service title position and successful candidate must be qualified to take the Civil Service exam when it is next available and be reachable from that list.
