Probationary Appointment - Director of Human Resources and Information SystemsPrimary Function: Provides leadership of the Human Resources Department and the Technology Department including supervision and evaluation of assigned staff, management and oversight of operations, employee relations, policy implementation and compliance with federal and state laws. Relationship to Student Achievement: The Director is responsible for ensuring that both the schools and the district are staffed with qualified personnel whose professional knowledge and expertise are critical to the success of the district’s instructional and operational programs. The Director is also responsible for ensuring that schools have the technology necessary for rigorous instructional programs. Reports to: Assistant Superintendent of Business Supervision over: Assigned staff within the Human Resources Department and the Technology Department. Essential Duties and Responsibilities Under the direction of the Assistant Superintendent of Business: Plan, implement, direct, and maintain the district’s personnel services; serving as a resource, and maintaining staffing to ensure that personnel functions conform to district, state and federal requirements. Plan, implement, direct, and maintain the district’s information systems; serving as a resource, and maintaining procedures to ensure that the information systems support instructional practices for students, persons in parental relations and staff. Function as an advisor to administrators on issues related to employee discipline and employment for the purpose of ensuring consistent application of policy. Function as an advisor to administrators on issues related to technology including hardware and software for the purpose of ensuring consistent implementation throughout the district. Advise the superintendent and assistant superintendents on a variety of employment topics/concerns for the purpose of ensuring the superintendent or designee is current on relevant concerns. Collaborate with administrators at the building level for the purpose of implementing and/or maintaining services and programs. Develop, plan, and evaluate HR and Technology procedures and practices for the purpose of ensuring each department is operating effectively and efficiently. Develop staffing proposals, for the purpose of meeting District goals and budget considerations. Direct certification processes for the purpose of ensuring certificated staff are properly certified per state and federal regulations. Direct compensation and benefit programs for the District (e.g., classification of jobs, payment of wage, health insurance, open enrollment, worker’s compensation) for the purpose of ensuring the District is in compliance with applicable state and federal regulations. Direct employee background and fingerprinting processes for the purpose of ensuring the District is in compliance with applicable state and federal regulations. Direct employee insurance programs (e.g., medical, dental, vision) for the purpose of ensuring open enrollment, billing and claims, and COBRA conversations are processed in a timely and accurate manner. Direct overall substitute program (e.g., substitute approval, training, oversight) for the purpose of ensuring adequate staff are available daily. Collaborate with the Payroll Department to ensure necessary paperwork is submitted to ensure payment of wages each pay period. Direct the workers’ compensation program for the purpose of ensuring all work-related injuries are properly reported, employees receive necessary safety information, medical treatment and are returned to full work duties as quickly as possible. Investigate complaints from employees for the purpose of reaching resolutions that provide a healthy work environment. Manage multiple databases and information systems for the purpose of ensuring systems are functioning, providing accurate/timely information, and performing the intended service. Monitor all employee’s appraisal processes and teachers on plan for improvement for the purpose of ensuring highly qualified staff are retained by the district in compliance with regulations and policy. Monitor the department’s (HR and Technology) financial activity for the purpose of ensuring that allocations are accurate, expenses are within budget and/or fiscal practices are followed. Oversee a wide variety of personnel processes (recruitment, selection, hiring, etc.) for the purpose of filling openings with qualified personnel and ensuring compliance with district, state, and/or federal requirements. Prepare a wide variety of written materials (e.g., reports, memos, letters) for the purpose of documenting activities, providing written reference, and/or conveying information. Recommend policies, procedures, and/or actions for the purpose of providing direction for meeting the district’s goals. Supervise personnel record keeping procedures for the purpose of ensuring compliance with District, state, and federal requirements. Supervise the HR and Technology Departments’ personnel for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving department goals within budget. Other Functions: Assist other personnel for the purpose of supporting them in the completion of their work activities. Collaborate with the Assistant Superintendent of Instruction on the Teacher Mentor Program for the purpose of ensuring newly hired teachers receive support and orientation to the District’s practices and policies. Participate in meetings, workshops, and seminars for the purpose of conveying and/or gathering information required to perform functions.
