Director of Pupil Personnel Services Minimum Qualifications New York State Administrative Certification: SDL At least five or more years successful special education/PPS administrative experience Proven background with thorough knowledge of special education laws, regulations, and implementation of least restrictive/progressive service delivery models Demonstrated commitment to instructional leadership and improving learning outcomes for students with Individual Education Plans (IEPs) Bilingual Spanish - Preferred Key Responsibilities Develop and establish highly effective working relationships with all educators, support staff, administrators, parents, and community-based organizations/agencies to ensure cooperation, collegiality, collaboration and trust Supervise K-12 PPS faculty and staff Build the capacity of special educators, related service providers, teaching assistants, and special education aides through the development and implementation of relevant professional learning opportunities Chair meetings of the Committee on Special Education (CSE) and Committee on Preschool Special Education (CPSE) Ensure that all legal mandates associated with CSE and CPSE meetings are consistently met, including but not limited to: Evaluation and referral timelines Meeting invitations and post-meeting documentation In collaboration with building principals, ensure timely follow-up and full implementation of CSE recommendations Ensure the communication of CSE recommendations to appropriate building and District Office personnel With a focus on promoting inclusion and least restrictive environments, monitor and evaluate the effectiveness of District special education services and programs Collect and organize data necessary for status reports on special education programs, services, and student enrollments. Maintain ongoing communication with out-of-district programs to monitor each student’s progress and appropriateness to return to a district program or less restrictive environment Serve as the Mc-Kinney-Vento Liaison In collaboration with the Assistant Superintendent of PPS: Ensure efficient communication, systems, and procedures throughout PPS Department Ensure district-wide compliance with the NYS Part 200 regulations and federal IDEA Review and revise procedures, as necessary, in response to changing legal mandates Support the development and implementation of effective MTSS-i practices throughout the district Analyze data and review MTSS team reports to ensure that proactive measures are taken to close gaps and remove barriers that impede the success of learners Develop and maintain the PPS Department budget Provide relevant budgetary information to the Business Department Develop the 611 and 619 IDEA Grants. Effectively allocate District resources to ensure maximum benefit for students Work closely with Principals to maximize scheduling and least restrictive program options Annually assess the continuum of district programs and projected needs of students to adapt or create new in-district programs Participate in meetings of the BOCES Liaison Officers group
