The Carmel Central School District is seeking an Assistant Superintendent for Pupil Personnel Services to provide both leadership and management to ensure student access to a continuum of high-quality special education programs and services for students with special needs. The Assistant Superintendent will collaborate with families, staff, and community partners to provide a supportive school culture focusing on continual improvement and relevant outcomes for each student. The successful candidate will ensure District compliance with all federal and New York State education regulations and mandates relating to special education as well as compliance and provision of programs and services consistent with all students’ Individual Education Plans. QUALIFICATIONS: New York State District-Level Administrative Certification and relevant teacher or school psychologist certification Administrative experience as a district or building level leader in a public-school setting; special education leadership experience preferred Knowledge and experience with Commissioner Regulations and the Committee on Special Education (CSE) process Experience with MTSS and ENL processes and services Understanding of systems, services, and programs available to individuals with special needs Duties include but are not limited to:Provide supervision and ensure district-wide compliance with all Special Education and Section 504 Federal and State mandates Serve as a Chairperson of the CSE, CPSE and 504 meetings Review, evaluate, and make recommendations for K-12 Special Education programs to ensure effectiveness and best-practice implementationResolve special education issues and disputesCollaborate with Special Education Chairs, Principals, Faculty and Staff to enhance Special Education programs, curriculum, and services, including social emotional learning Conduct formal and informal observations of Special Education Faculty and Staff Collaborate in the creation and delivery of professional development opportunities in Special Education in compliance with Federal and State requirements Review, evaluate. and make recommendations for K-12 English as a New Language programs to ensure effectiveness and best-practice implementation Supervise ENL Teacher Coordinator Utilize data to analyze, interpret, and plan for Special Education programming and ENL programmingReview, evaluate, and make recommendations for MTSS Develop and oversee district special education budget, including grants (611/619)Serve as district DASA coordinator Participate in the interview and hiring process for Special Education staff members Supervise Nursing and Health Services Department Coordinates registration activities as assigned Work closely and collaboratively with the Assistant Superintendent for Curriculum and Instruction to ensure alignment and cohesive programming for the inclusion of all students Other responsibilities as determined by the Superintendent of Schools
