School Business AdministratorPOSITION SUMMARY:The School Business Administrator supervises all aspects of the district's finances and operations, including the development of the budget, day-to-day operations of the business office, the district treasurer, business office support staff, the district’s facilities, non-instructional personnel, and is responsible for contractual negotiations with all bargaining units. Salary is commensurate based on qualifications and experience.QUALIFICATIONS-EXPERIENCE-KNOWLEDGE:NYS SDA, SBA, or SDBL CertificationPrior experience in a NYS public school business office preferredMinimum 5 years of experience as an assistant business official preferredDemonstrated excellence in verbal and written communicationsDemonstrated excellence as an educational leader, as well as strong organizational, problem solving, and interpersonal skills DUTIES AND RESPONSIBILITIES: Reports to the Superintendent of Schools, serves on the Superintendent's Cabinet, attends all meetings of the Board of Education, and prepares reports for the Board of Education as requested by the Superintendent of Schools.Supervises the preparation and submission of financial and statistical reports as required by local, state and federal government.Directs the purchasing and accounting activities of the school system and approves all purchases as district purchasing agent.Develops and maintains a computerized financial accounting and reporting system to prepare special statistical reports as directed by the Superintendent of Schools.Supervises all non-instructional personnel in the following areas including, but not limited to, accounting and payroll, building and grounds, private and parochial textbooks, food service, and transportation.Assists the Superintendent of Schools in the preparation of the annual school district budget and maintains suitable reference records of all budgetary matters.Represents district in contractual negotiations with all employee units.Effectively manages personnel through processes and procedures currently in place while refining all protocols for increased efficiency.Communicates all financial matters to the public in an accessible and effective manner.Directs the investment program to maximize the return on all district monies using conservative investment practices.Liaison to auditors to ensure all business practices meet GAAP and other industry standards.Serves as human resources administrator for all non-certificated personnel and has overall responsibility for personnel issues involving non-certificated staff, including, but not limited to, hiring, maintenance of records, implementation of civil service rules and collective bargaining agreement provisions.Responsible for other business office related duties as assigned by the Superintendent of Schools.
