The Bedford Central School District is seeking a dynamic Director of Human ResourcesThis is a twelve-month contract position reporting directly to the Superintendent of Schools. Job DescriptionThe Director of Human Resources is responsible for overseeing, planning, training, and managing the district-wide human resources processes. This individual is responsible for recruiting, hiring and sustaining highly qualified staff as well as participating in and overseeing the activities involved with labor management and collective bargaining negotiations. The Director of Human Resources will collaborate with the Business Office as well as the Superintendent's Office in matters pertaining to employee benefits, payroll matters and Memorandums of Agreement as needed. This role will also be responsible for all Civil Service reporting and relations. Additionally, the Director of Human Resources will oversee tenure recognitions, leave administrations, APPR process, staff seniority and reductions in workforce when required. Job Responsibilities:Supervise, oversee and provide direction, support and guidance to the Office of Human Resources including but not limited to employee relations, new employee orientation, onboarding and exit procedures, fiscal year rollovers, employee attendance, state and federal reporting; Assist and collaborate in the recruiting, interviewing, screening and assigning of qualified candidates for certificated positions and for non-instructional positions ensuring that it reflects cultural diversity and inclusivity. Prepare, maintain and distribute staff vacancy notices and job postings; Maintain, oversee, administer and organize effective staff record-keeping to ensure current personnel records inclusive of certification, tenure, seniority, longevity, individual contracts when applicable, as well as, all other items pertaining to each employee’s position; Oversee observations and/or employee evaluations; Provide employment related resources and information to employees with an emphasis on timely responsiveness and customer service; Collaborate with Assistant Superintendent for Curriculum & Instruction on APPR and management of Professional Development related to salary advancement on MLP for certified staff; Play an active role for collective bargaining unit negotiations as directed and guided by the Superintendent of Schools. Promote positive labor relations through monitoring the implementation of collaborative bargaining agreement and problem-solving with union leadership; Prepare and submit in a timely manner Board of Education Personnel agenda items for Superintendent’s recommendation and Board approval at meetings; Maintain existing job descriptions and ensure they are current, as well as, create or revise newly established or modified job descriptions; Remain current and in compliance with all qualifications, requirements and certifications for certificated and non-instructional staff; Enforce a safe and professional work environment that emphasizes mutual respect and maximizes employee effectiveness; Substitute teachers (developing a plan to increase the District’s pool of substitute teachers and improve the substitute teacher experience); Duties as determined by the Superintendent of Schools QualificationsNYS School District Administrator or School District Leader Certification;Demonstrated knowledge and expertise in all aspects of the Annual Professional Performance Review (“APPR”) process; Professional Development, and Education Law;Demonstrated knowledge of Civil Service Law;Demonstrated ability to lead and work collaboratively with professional teams; union leaders and staff.
