Qualifications:New York State Certification as a School District Administrator (SDA) or School District Leader (SDL)At least 10 years of successful experience in education, including classroom teaching and supervision/administrative experience at the building and district level (alternative experience may be considered at the Superintendent’s discretion)Reports to: Superintendent of SchoolsSupervises: All Human Resources Department staff and others as assignedJob Description:This twelve-month Cabinet level, administrative position requires an individual who is dynamic, creative, a team builder, has superior communication skills and a comprehensive knowledge of human resources management in a public school setting. These skills will be used in order to coordinate human resource services and collective bargaining activities and to provide leadership in developing, achieving, and maintaining the best possible educational programs and services in the District. The Assistant Superintendent will support the mission, core values and strategic objectives of the District.The successful Assistant Superintendent for Human Resources will have the ability to create positive relationships and trust among staff through the use of exceptional human relations and group problem solving skills. This individual will function effectively as a team member, use sound professional judgement, demonstrate a willingness to show initiative, and must have the ability to adapt to changing organizational and instructional needs while continuing to learn the multitude of issues affecting human resources.Professional Responsibilities:Specific activities include, but are not limited to the following:GeneralistCoordinate all human resource-related functions of the DistrictServe as a member of the Superintendent’s CabinetManage activities of staff within the Office of Human ResourcesPromote positive and harmonious relations with the District’s employee organizationsManage and implement the grievance processDevelop staff and enrollment projections for strategic staff planning initiativesReview with cabinet and building administrative staff requests for new staffMaintain a comprehensive, accurate and up-to-date personnel records systemMonitor professional learning requirements for certificated staff as well as undergraduate and graduate credit and certification for all unitsCoordinate the Employee Assistance Program, substitute teaching, student teaching and internship programs of the DistrictAssist in supervising and evaluating the work of the administrative and teaching staffs as requestedPrepare and present the personnel agenda for all Board of Education meetingsAssume the responsibility of problem solving and making recommendations regarding issues that arise in human relations functionsCoordinate retirement matters with staff as appropriateParticipate in State and national personnel organizations so that current trends in personnel can be applied to the DistrictProvide direction for the maintenance and continued development of the District’s employee databasesTrack and monitor employee evaluationsTrack and monitor employee probationary periods and work with administrators to ensure that related reports are completed in a timely mannerTrack and monitor the process by which certified staff are considered for tenureOther duties assigned by the Superintendent of Schools Policy/ProcedureProvide overall direction regarding District procedures and policies related to personnelMonitor and update procedures to implement all District policies related to personnelAssist in the development of policies, regulations and procedures related to human resourcesInterpret and clarify human resource policies to all employees and resolve personnel grievances or complaintsRegulationsCoordinate with District legal representatives as it relates to the planning and respond to all legal issues related to the personnel functionMonitor and implement State certification and Civil Service rules and other requirements related to the professional and classified staffBe knowledgeable and remain current on NYS Education and Civil Service Law and Commissioner’s RegulationsProvide for orientation of new administrative staff regarding personnel policies, procedures and State regulationsProvide for the professional development of administrators, managers and staff on topics related to personnel practices, trends and issuesEnsure that all legal requirements for the employment of personnel are met, including Civil Service and State certificationCoordinate compliance with mandated regulation including but not limited to: Records Access, FOIL, Civil Service Law, ADA, EEOC, Title IV, Title VI, Title VII, Title IX, FMLACoordinate the submission of Human Resources data to the appropriate agenciesServe as the District's liaison with the Dutchess County Civil Service Commission, the Division of Teacher Certification of the New York State Education Department and other agencies regarding licensure requirements and other matters of importance related to staff personnelRecruitment/RetentionAssume major responsibility, in collaboration with administrators and supervisors, in initiating, coordinating and managing of the District’s recruitment of professional and classified staffProvide overall direction to the recruitment and employment of professional and classified staff based upon District personnel policiesDirect the budget operation for the Human Resources Office including maintaining position control data for the annual budget preparationWork with school and District administrators in making staffing recommendations to the Superintendent of SchoolsNegotiationsInitiate and coordinate contract negotiations with the District’s employee organizationsCoordinate and implement all employee contractsPrepare and implement the budget for collective bargainingAssume major responsibility for contract administrationAssume a leadership role and serve as the Superintendent’s representative in matters related to negotiationsPerform such duties in addition to those described above as may be assigned by the Superintendent or his/her designee.Salary Range:
