SUBJECT: DIRECTOR OF ENL, BILINGUAL EDUCATION, AND WORLD LANGUAGES Probationary Appointment DUTIES INCLUDE BUT NOT LIMITED TO: Instructional Leadership Provide districtwide leadership for ENL, bilingual education, and World Languages programs in grades PKâ12. Develop and communicate a clear instructional vision for multilingual learner success aligned with district priorities and New York State standards and requirements. Ensure multilingual learners have equitable access to rigorous, grade-level, standards-aligned curriculum and instruction. Promote the understanding that the academic success of multilingual learners is a shared responsibility among ENL, bilingual, special education, content-area, and classroom teachers. Support the integration of explicit language-development strategies within high-quality Tier 1 classroom instruction. Work collaboratively with curriculum leaders, instructional coaches, principals, and teachers to strengthen culturally and linguistically responsive instructional practices. Conduct regular instructional walkthroughs and analyze evidence of student learning to identify strengths, needs, and areas for continued improvement. Support effective co-teaching and collaborative planning models between ENL teachers and general education/content-area teachers. Promote evidence-based practices that support multilingual learners in literacy, mathematics, science, social studies, and other content areas. ENL and Bilingual Education Oversee the implementation, evaluation, and continuous improvement of the District's ENL and bilingual education programs. Ensure appropriate identification, placement, programming, progress monitoring, and transition of English Language Learners/Multilingual Learners. Monitor student language acquisition and academic progress using multiple measures, including NYSESLAT, NYS assessments, local assessments, classroom performance, and other relevant data. Develop systems for reviewing longitudinal student performance and identifying patterns in achievement, language development, chronic absenteeism, graduation, and other indicators. Ensure appropriate services and instructional supports are provided to Students with Interrupted/Inconsistent Formal Education (SIFE), newcomers, long-term English Language Learners, and other multilingual learner populations with distinct instructional needs. Collaborate with Special Education and Pupil Personnel Services leadership to strengthen identification, programming, and instructional support for students who are both multilingual learners and students with disabilities. Support appropriate multilingual learner programming at all grade levels, recognizing the different developmental and instructional needs of elementary, middle, and high school students. Evaluate program effectiveness and recommend modifications based upon student outcomes, instructional evidence, research, and district needs. World Languages Provide leadership and oversight for the District's World Languages program. Support alignment of World Languages curriculum, instruction, and assessment with the New York State Learning Standards for World Languages. Promote proficiency-based language instruction emphasizing communication, cultural understanding, and authentic application of language. Collaborate with teachers and administrators to ensure vertical articulation of World Languages programs across grade levels. Support opportunities for students to demonstrate advanced language proficiency and pursue applicable New York State diploma seals, recognitions, and pathways. Explore opportunities to expand access to language learning and strengthen connections between bilingualism, biliteracy, global citizenship, and college and career readiness. Curriculum, Assessment, and Data Collaborate with district curriculum leaders to ensure curricular materials are accessible and appropriate for multilingual learners while maintaining grade-level rigor. Develop and monitor common expectations for language supports, scaffolding, differentiation, and academic discourse. Analyze district, school, grade-level, course, subgroup, and individual student data to identify trends and guide instructional decisions. Establish measurable program goals and regularly evaluate progress toward those goals. Facilitate data conversations with administrators and instructional teams and translate findings into specific instructional actions. Monitor multilingual learner achievement in advanced coursework, graduation pathways, Regents examinations, and other indicators of postsecondary readiness. Prepare reports and presentations for district leadership and the Board of Education regarding program implementation, student outcomes, and strategic priorities. Compliance and Program Administration Ensure district compliance with applicable federal and New York State laws, regulations, Commissioner's Regulations, and NYSED guidance pertaining to English Language Learners/Multilingual Learners and bilingual education. Oversee required identification, screening, assessment, placement, parent notification, recordkeeping, and reporting processes. Ensure timely and accurate completion of required state and federal reports. Monitor appropriate administration and security procedures associated with the NYSITELL, WIDA, and other applicable assessments. Assist in developing program budgets and ensure resources are allocated strategically to address identified student and program needs. Assist with recruitment, selection, onboarding, supervision, and evaluation of ENL, bilingual education, and World Languages staff, as appropriate. Family and Community Engagement Collaborate with schools to increase multilingual family participation in school and district events. Ensure families have meaningful access to information regarding their children's education, programs, services, assessments, and opportunities. Support culturally responsive communication practices and the appropriate provision of interpretation and translation services. Recognize and promote multilingualism and multiculturalism as assets within the school community. QUALIFICATIONS: NYS District Level Administration Certification (SDA, SDL or Administrator) SALARY RANGE: The minimum salary for this position shall be $173,400 (pro-rata) annually START DATE: On or before November 16, 2026
