SummaryUnder general direction, the individual acts as a full-time Clerk to the elected members of the Board of Education of the Amityville Union Free School District with responsibility for notification of meetings, preparing and distributing agendas (on Board Docs); preparing official minutes of meetings; maintaining records and acting as Records Access Officer and Records Management Officer; and providing information on Board activities. Acts as liaison between the Board and the Superintendent of Schools and between the Board and the public. Supervision is exercised over a small support staff during the Library Annual Meeting and School District Annual Meeting. Job DescriptionDischarges the duties of District Clerk in accordance with Section 2121 of New York State Education Law (see attached list of statutory duties of the District Clerk) as follows: Records the proceedings of all meetings of the voters of the school district and enters copies of the reports made by the members of the Board of Education to the Superintendent.Gives notice, in accordance with statutory requirements, of the time and place of meetings, special meetings, and of the annual district meeting held by the members of the Board; and, of adjourned meetings.Overseeing the budget vote, proposition votes and the voting for the election of members of the School District.Overseeing the budget vote, proposition votes and the voting for the election of members of the Amityville Public Library.Prepares and assembles and distributes the calendar, agenda items, material, and documentation for Board of Education meetings.Participates in regional District Clerk meetings and conferences. Qualifications & ExperienceEducation: College degree preferred with:Five (5) years of secretarial, administrative or office management experience involving the use of automated office equipment having worked in a public school system or government entity; orEmployment in a private setting incorporating secretarial, administrative or office management experience may be substituted for each year of the above stated experience. Must have knowledge in Microsoft Word, Google and other software used by the District. Must be or immediately become proficient in BoardDocs, the software system used for information regarding Board meetings and policies. Must be or immediately become proficient in Bold Systems, the software system used for elections. Must have excellent interpersonal relations skills, be professional and detailed oriented. Must act as or have the ability to pass the Notary Public exam.Statutory Duties of the District ClerkThe statutory duties of the District Clerk include:Attends all Board meetings and keeps a record of its proceedings; and records, by name, those in attendance in a book provided for that purpose and delivers same to their successor;Prepares minutes of Board meetings; obtains approval of the minutes at the next meeting and forwards copies of the minutes to the Board of Education;Sends notices of special meetings to members of the Board; contacts and communicates with Board members, as necessary;Sees to it that proper legal notices and announcements are published in accordance with law (most important of which is the notice of the Library District Meeting, Annual Meeting, Election and Vote in May of each year and Special Meetings (e.g., bond votes, special election); notice of public hearings notice of annual external audit report and Comptroller’s audits;Maintains an up-to-date record of Board policies and by-laws;Delivers to and collects from the Board President (or 1st / 2nd Vice-President in the President’s absence) such papers for signature as may be necessary (e.g., bonding documents, contracts, deeds);Distributes notices to the public announcing the availability of copies of the budget as part of the Annual Meeting Notice; Administers oaths of office and/or is the location for the filing of such oaths of office;Gives verbal or written notice of appointment to persons appointed as election inspectors, assistant clerks, etc.; Gives notice of adjourned meetings of voters, including the date and time to which adjourned; Gives notice immediately to every person elected or appointed to a School District office; Notifies the Board of every resignation received by the Superintendent;Calls special school district meetings of the voters whenever all of the members of the Board have vacated their offices; Immediately notifies the county treasurer of the name and address of persons appointed to the offices of District Treasurer and District Tax Collector;Serves as custodian of the official seal of the School District and affixes the seal to official documents and instruments;Keeps important documents for safekeeping and filing such as decisions of the Commissioner of Education, certificates of compliance of board members with the new fiscal accountability requirements;Receives and files certificates of completion of fiscal accountability training and school board governance training from Board members;Performs all the clerical and other duties customary to the office of District Clerk (such as handling official correspondence for the District and the Board); Serve as the District’s Records Access Officer (to process Freedom of Information Law requests).
